What Grain Needs to Enter Nepal
Grain is a plant product and, where it is for food, a food product. Both checks happen at the land border. Confirm the steps for feed-grade maize with your customs agent.
- A plant-quarantine import permit, obtained by you. The Indian phytosanitary certificate refers to it.
- DFTQC approval for food products. The lot may be lab-tested at the border, including for pesticide residue.
- Bags marked in English or Nepali with product, net weight, origin, lot and dates.
- Under the India-Nepal Treaty of Trade, primary agricultural products enter free of basic customs duty. Nepal charges an agriculture reform fee, and VAT where it applies.
- India has at times restricted wheat exports, and Nepal has usually received a quota. The position is confirmed with your quote.

- Raxaul-Birgunj has a rail-linked dry port. Road lots also clear at Bhairahawa, Biratnagar or Nepalgunj.

What maize specification should a feed mill ask for?
Send the limits your formulation needs: moisture, broken kernels, foreign matter and aflatoxin. The quote is matched to them and the Certificate of Analysis reports each one. Your current supplier's specification works as a reference.
Can wheat be supplied when India restricts exports?
That depends on the rule in force. India has restricted wheat exports at times and has usually given Nepal a quota. We check the current notification before quoting and tell you plainly if wheat or flour cannot be shipped.
Can my maize come by rail instead of truck?
Rail is possible to the dry port at Birgunj, which is rail-linked. Whether rail or road suits your order depends on quantity and timing.
Does wheat flour pay customs duty in Nepal?
The Treaty of Trade names flour among the primary products exempt from basic customs duty. Flour mixes pay the normal tariff. Ask your customs agent for the fee and VAT rates, then use the landed cost calculator.
