What You Need as an Importer in Spain

Border health controls on imported food are carried out by Sanidad Exterior, a unit of the Ministry of Health, at the border control posts. AESAN is the national food-safety agency. The registration and the pre-notification are on your side.

  • A Spain-based importer of non-EU food must be entered in the RGSEAA, the general sanitary register of food companies, as an importer.
  • Indian groundnuts, sesame and certain spices are under increased official controls under Regulation (EU) 2019/1793. Lots travel with the official certificate and laboratory report where the regulation requires it.
  • You pre-notify listed goods with a CHED-D in TRACES NT, and the consignment enters through a designated border control post.
  • Retail packs are labelled in Spanish (Castilian). Peanuts and sesame are listed allergens, and their allergen status travels with bulk goods on the bag or in the documents.

Duty on Indian Goods Entering Spain

Spain applies the EU Common Customs Tariff, and the rate depends on your CN or TARIC code. No preference under a free trade agreement is available yet. Negotiations for the India-EU Free Trade Agreement were concluded on 27 January 2026, and the European Commission sent the text to the Council for signature authorisation on 11 September 2026, but as of 3 October 2026 it is not signed or in force.
