MOPH controls imported food at Hamad Port under the Food Control Law. The General Authority of Customs clears the goods. The steps below sit with you as importer, and we support each one with the right paper.
- You need an import licence from the Ministry of Commerce and Industry. An MOPH registration form is submitted with each consignment.
- Product registration: the Ministry's importer guide says it was not yet mandatory, while other sources say registration through the Watheq system is now required. Please confirm with your MOPH account before ordering.
- Labels follow QS GSO 9, with all mandatory information in Arabic: name, ingredients, allergens, net content, manufacturer, origin, dates and storage conditions.
- Country of origin is marked on the goods and the cartons or bags, and it must match the documents.
Customs Duty for Indian Goods in Qatar
There is no preferential trade agreement between India and Qatar at present. India and the GCC signed terms of reference for a free trade agreement on 5 February 2026, but talks are not concluded, so no reduced rate applies. Qatar uses the GCC common external tariff, under which most food products are exempt or pay 5%. We have not listed a rate for each product here. Shipping to Qatar While Hormuz Is Closed
Hamad Port is Qatar's container gateway and it lies inside the Strait of Hormuz, which has been effectively closed to commercial shipping since 28 February 2026. Some carriers have suspended Qatar bookings. Cargo at present depends on land-bridge or feeder arrangements.

- If no reliable route is open for your dates, we tell you plainly instead of taking the order.
- Loading is from Mundra, Kandla or Pipavav. Plan a mixed load with the container load calculator.

Does the health certificate need Qatar embassy attestation?
The Ministry of Public Health guide says the health certificate must be attested by the Qatar embassy unless it is officially issued by the competent authority. It must also be specific to the shipment and dated between production and shipment. We prepare it on that basis.
Is MOPH product registration through Watheq mandatory?
Sources disagree. The Ministry's importer guide says registration was not yet mandatory and a system was being prepared. A regulatory database says registration through Watheq is now required. Please confirm with your MOPH account. We provide the specification and label details you need.
Why do you ask for the HS code before issuing documents?
In Qatar the HS code is mandatory on both the certificate of origin and the commercial invoice, and the two must agree. Send us the code your broker uses, or find it with our HS code finder, and all papers are issued to match.
What extra paper does a letter of credit shipment to Qatar need?
For shipments under a letter of credit, a notarised certificate stating that the vessel may enter Arab ports is asked for. Share your draft LC terms before the order is confirmed, so every document it lists can be arranged before loading.
