In Kuwait, only a Kuwaiti national or an authorised local agent can clear imported food. So the supplier's paperwork has to be right the first time. Kuwait asks for more originals and more stamps than most Gulf markets. A health certificate is mandatory for every foodstuff and must be issued before the ship departs. PAFN handles product registration, import clearance, sampling and laboratory analysis. The Ministry of Commerce and Industry licenses importers, and the Public Authority for Industry issues Kuwaiti standards.
- The importer is a Kuwaiti national or a Kuwait-based agent with a commercial or import licence and a Raqeb account.
- Each product is registered on Raqeb before import. We send the specification and label details your agent uploads.
- Labels follow KWS GSO 9, in Arabic: product name, ingredients, net content, production and expiry dates, lot number, manufacturer or importer name and address, origin and storage instructions.
- Remaining shelf life is assessed at the border. Ask your agent for the minimum that applies to your product, and tell us before we pack.
- No separate rule for bulk bags was found, so bulk bags should carry the same particulars.
Duty on Indian Food Products in Kuwait
India and Kuwait have no preferential trade agreement in force. Terms of reference for an India-GCC free trade agreement were signed on 5 February 2026 and talks have begun, but no reduced duty applies yet. Kuwait uses the GCC common external tariff. Under it, most food products are exempt or pay 5%. We have not checked a Kuwait rate for each product, so please confirm your HS line with your agent. Getting Cargo to Kuwait at Present
Kuwait lies at the head of the Gulf and has no port outside the Strait of Hormuz, which has been effectively closed to commercial shipping since 28 February 2026. Some carriers have suspended Kuwait bookings. Delivery at present depends on land-bridge or feeder arrangements, and these carry surcharges.

Frequently Asked Questions
Is a health certificate needed for every food shipment to Kuwait?
Yes. Under PAFN Ministerial Resolution 6 of 2023, a health certificate from the exporting country's competent authority is mandatory for all foodstuffs. It must be issued before the shipment departs, so we apply for it before the vessel sails and send you a copy.
Can our company import directly without a Kuwaiti agent?
Only Kuwaiti nationals or authorised local agents can clear goods in Kuwait. The importer also needs a commercial or import licence and a Raqeb account with PAFN. If you buy for a Kuwait project from abroad, name the local importer in your enquiry.
How will cargo reach Kuwait while the Strait of Hormuz is closed?
Kuwait has no port outside the strait, and some carriers have suspended bookings. Cargo currently moves by land-bridge or feeder arrangements with surcharges. We confirm the available routing and expected transit with each quote and do not promise a fixed time.
How much shelf life must remain when goods arrive?
PAFN assesses remaining shelf life at the border, and the minimum depends on the product category. We could not verify the percentages, so please ask your agent. Tell us the requirement, and production dates are printed on the bags to match it.
How many copies of each document do you send?
Kuwait asks for the commercial invoice and certificate of origin legalised by a chamber of commerce, each in original plus two copies, a stamped packing list, and three copies of the bill of lading naming the Kuwaiti importer. Drafts are shared first for your agent to check.
