Angola protects its own farming, so an import here needs careful preparation. Your licence is issued against the supplier's pro-forma invoice, a loading certificate must exist before the vessel sails, and customs releases cargo only after laboratory testing. What We Can Offer Angolan Importers
Angolan Import Rules: Licence, Approval and Laboratory Test
Every product needs an import licence, the Unique Document, from the Ministry of Industry and Commerce (MINCO). Your company must be registered with MINCO for the product category, and the licence is issued against our pro-forma invoice. The Ministry of Agriculture and Forestry (MINAGRIF) gives prior approval for plant products. Customs releases goods only after laboratory testing.
- Local supply comes first. Under Presidential Decree 213/23, you must show that domestic sourcing was considered before you import.
- From 26 June 2026, importers of rice, refined sugar, poultry, pork and tilapia must buy 20 percent locally before a licence is issued. Our products are not listed, but the list may be extended.
- Labels must be in Portuguese: product name and type, producer, batch, storage conditions, production and expiry dates, and quantity. Unlabelled goods can be confiscated.
- At least 25 percent of total shelf life must remain at import.
Import Duty in Angola After the 2024 Tariff
We have found no preferential trade agreement between India and Angola, so plan on the standard tariff. The 2024 tariff (Presidential Legislative Decree 1/24) raised duties on staples to protect local production. The USDA lists wheat flour rising from 20 to 50 percent, rice from 0 to 20 percent and dry beans (HS 0713.33) from 10 to 15 percent. Shipping from Gujarat to Luanda
Luanda is the main port, with Lobito and Namibe as alternatives. Container services from India reach Angola by transshipment. About 25 days is typical from Nhava Sheva to Luanda. We load at Mundra, Kandla or Pipavav, and no published figure was found for these ports, so allow extra days. Your quote states the routing and expected transit.
- The ARCCLA (CNCA) loading certificate, the Certificado de Embarque, is mandatory for every shipment and must be issued before sailing. A missing certificate brings fines.
- Foreign currency can be in short supply in Angola.

Frequently Asked Questions
Does India already supply these products to Angola?
Only in small volumes. Rice is India's main food export to Angola. Pulses, turmeric, ginger and seed spices move in small quantities. We say this plainly so that you can judge our offer on specification, documents and landed cost.
What is the ARCCLA loading certificate?
It is the Certificado de Embarque, required for every shipment to an Angolan port. It must be issued before the vessel sails, and a missing certificate brings fines. We agree with you at order stage who applies for it.
Does the 20 percent local purchase rule apply to pulses or spices?
Not at present. From 26 June 2026 it covers rice, refined sugar, poultry, pork and tilapia. The list may be extended, and Decree 213/23 already asks importers to consider domestic supply first. Check the current position with MINCO.
Can you supply wheat flour or maize flour to Angola?
We do not recommend these lines. The 2024 tariff raised wheat flour duty from 20 to 50 percent and also increased maize flour duty. India applies its own curbs on wheat exports. Pulses, chickpeas and spices are more practical.
How do Angolan importers usually pay?
